pvp and towny

I know there is a way to toggle pvp on and off in town, but i wanted to make a pvp arena not just have people be able to hack each other to bits, i saw a member had posted that he would be making a tutorial on how to make a pvp arena in ones on town, but he has also said he will be to busy for the near future for gaming etc. I was wondering if some one could help me with the commands and stuff, i want to set up a chunk maybe two for people to fight in. can some one let me know if this is possible with out making the hole town pvp, and if so how do i do that. thank you all.

PVP is globaly turned off on the main map so the towny pvp function is useless.
